Sandra was included in the book after a slot cheating group run by her husband was caught. Sandra was entered into the book on Thursday, October 02, 1986. Frank Sinatra had his casino license revoked as he was charged with willingly allowing an outlawed person (A Black Book individual) into his establishment. He failed to report in order to challenge the charges. Black book exemptions include bars and arcades as long as the have less than 15 slot machines. The only place in Nevada that has hundreds of slot machines and a black book individual can legally visit, is the McCarran International Airport in Las Vegas. In the early days names were just added to the Black Book without debate, however in the 1970's you could challenge the nomination in person. The black book is actually silver in color and is officially called the book of excluded persons. You are only removed from the book when you are declared deceased.
